1119193 05/05/2023 CAT1 Sulfate, Total (as S) Daily Maximum limit is 300 mg/L and reported value was 380 mg/L at EFF-002. The Expert Panel recommended that sulfate be reviewed at SWTS 018 after sulfate was detected above the Daily Maximum Benchmark in the First Quarter 2019 at Outfall 002 (Geosyntec and the Expert Panel, 2020). SWTS 018 influent at Silvernale Pond was measured and detected at 150 mg/L in January 2023, and again at 89 mg/L in June 2023. Sulfate was measured at various points throughout SWTS 018 during its operation in the Second Quarter 2023, with detections in analytical samples up to 140 mg/L in June 2023 and field readings that remained fairly consistent throughout the treatment process. SWTS018 was not operating at the time this sample was collected and was not a source. Since the SWTS was ruled out as the source, Boeing sampled background location EPSW002BG01 in order to discover other potential sources of sulfate. This location is in a tributary to Outfall 002 and is not influenced by the SWTS. In addition, there are no known industrial use sources that contribute to EPSW002BG01. Sulfate was detected in a stormwater sample from EPSW002BG01 in March 2023 above the Daily Maximum Benchmark at 490 mg/L (Figure 1). Previous samples at this location have ranged from 2.5 to 620 mg/L. Boeing believes this sulfate exceedance is from naturally occurring sources, and possibly influenced by finer grained lithologic units and seeps in the area. Sulfate is being further evaluated by the Expert Panel and is expected to be addressed in their 2023 Annual Report. Violation U eSMR

1100612 12/26/2021 CTOX Chronic Toxicity Daily Maximum limit is 50 % effluent and reported value was 57.52 % effluent at EFF-009. A chronic toxicity test conducted on stormwater collected from Outfall 009 on December 26, 2021 indicated a result of Fail with a % Effect of 57.52%, which is above the Daily Maximum Permit Limit of Pass or % Effect <50%. Based on this sample result, the laboratory initiated the Toxicity Identification Evaluation (TIE) process as part of Boeing¿s Initial Toxicity Reduction Evaluation (TRE) Work Plan and reanalyzed the December 26 sample to establish a baseline for the TIE (Haley & Aldrich, 2015). The baseline toxicity was reported to be a Pass with a % Effect of 20.49% and therefore the laboratory stopped the TIE process. The preliminary failed chronic toxicity test from December 26 is viewed as episodic and the Toxicity Reduction Evaluation (TRE) process was ended. Violation B eSMR
1100610 12/15/2021 DMON Boeing understands that the data collected at Arroyo Simi ¿ Frontier Park (RSW-002), which is approximately four miles downstream of the site, is used by the Water Board for TMDL calculations; however, inclusion of these calculations due not yield statistically meaningful data for the site because bacterial inputs into Arroyo Simi originate from multiple points including natural wildlife and other upgradient sources. Boeing did not collect the E. coli samples for the geometric mean calculation. An annual geomean cannot be calculated for Arroyo Simi ¿ Frontier Park (RSW-002) in 2021. During calendar year 2022, Boeing will improve their QA/QC protocols to ensure these samples are collected. Weather permitting, Boeing will attempt to collect an additional round of samples for calculation of the geomean. Violation B eSMR
