1126050 03/01/2024 Order Conditions During the late evening of Friday, March 1, 2024 and into the early morning of Saturday, March 2, 2024, the District's treatment plant experienced an unauthorized discharge with an estimated volume of up to 276,078 gallons of secondary treated wastewater. Time Occurred: 02/01/2024 10:57 to 02/02/2024 04:20. Sonoma Water staff were notified via SCADA that the treatment plant was experiencing an issue. A standby operator was dispatched to the plant and upon arrival observed that a discharge was occurring. At 4:20 am, the standby operator ceased the discharge and returned the tertiary filters to service. Violation U eSMR
1126183 03/01/2024 UAUTHDISC The unauthorized discharge of approximately 276,078 gallons of undisinfected secondary treated wastewater to a drainage ditch which flowed to the Russian River. The Russian River CSD/Sonoma Water provided a NOV Response Letter detailing corrective actions taken in a letter dated April 18, 2024. The response letter is ECM Document ID No. 10407815. 1121938 11/17/2023 Order Conditions On October 17 at 16:00 hours and continuing through October 18 at 06:00 hours there was a communications failure for our secondary effluent turbidity readings. All other compliance data was captured and there were no fluctuations in flow patterns outside of the normal diurnal flows. The final effluent turbidity during this same timeframe was well within the required turbidity range with an average turbidity of 0.45 NTU's and a daily maximum of 0.85 NTU's. Given these factors we believe that the secondary effluent turbidity remained in compliance. N/A Violation B eSMR

There was some confusion in treading the new permit and TDS was mistakenly thought to be semi-annual not monthly. 1081637 10/17/2020 DMON The RR5 multiple tube Coliform test that was set on Sat, Oct 17th was marked completed on Sun, Oct 18th and discarded after 24 hours by mistake. It did not have the required 48 hours of incubation time. No result can be reported and this event will be documented as "Deficient Monitoring". Retraining for the Operators with specific instruction on paying close attention to dates, set times, and method requirements - multiple tube Coliform versus Colilert. Violation U eSMR
1060019 05/20/2019 DMON Due to heavy rainfall, discharge to Russian River was resumed outside of discharge season beginning May 20th @ 4:00 PM. The Total Coliform sample for May 20th was set in the laboratory using Colilert (approved for use during irrigation) instead of Multiple Tube Fermentation (approved for use during discharge to waters of the state). Discussions with staff occurred prior to resuming discharge regarding what tests needed to be performed. Unfortunately, in staffs mind, the daily Coliform test had already been "set" for the day. 1060018 05/20/2019 DMON Due to heavy rainfall, discharge to Russian River was resumed outside of discharge season beginning May 20th @ 4:00 PM. The permit required monitoring of pH, Temperature and Dissolved Oxygen were not performed when discharge was started. Daily monitoring resumed on May 21st. Discussions with staff occurred prior to resuming discharge regarding what tests needed to be performed. Unfortunately, these three tests were just missed. Violation U eSMR
1060020 05/20/2019 Order Conditions The discharge to the river was shut off on May 14 and an inflatable pig installed in the discharge pipe at the manhole downstream of the meter pit. The holding pond was at a depth of 3.0 feet on May 14. A total of 5.55" of rain fell May 15 - 19 that brought the holding pond level to 15 feet and within 6" of the overflow pipe. The regional board was notified of the storage issues. To prevent the holding pond and basin 3 from overflowing, an attempt was made to irrigate during the storm for a period of time, which proved to be ineffective. On May 20th the decision was made to re-open the discharge valve and introduce the tertiary treated water into the river blending with the higher flows. Due to the sharp increase in flow in the Russian River, there were no adverse impacts to water quality in the river. Sampling during this event supports this conclusion with the upstream samples showing high turbidity and the high presence of coliforms in the samples taken. The percent of river flows compared to the daily discharge amounts ranged from 0.04% to 0.15%, well below the 1.0% mandated in the District's permit. The total flow discharged during this event equaled 6.07 million gallons. Violation U eSMR
