WQCP staff and contractors completed the repairs to the broken subterranean sodium bisulfite dosing line on November 1, 2021. Plant Management also updated the Wet Weather Addendum of the O&M Manual to help prevent future instances, which reads: Test run water flow through the shallow water discharge sodium bisulfite line. Verify flow is accurate on the flowmeter, and that flow is exiting at the dosing location of the shallow water discharge, next to the Chlorine Contact Tanks. Make sure to valve the dosing point into the designated testing line to prevent water from entering shallow water discharge. Violation U eSMR
1097291 10/24/2021 CAT2 Chlorine, Total Residual Event Discharge limit is 0 mg/L and reported value was 6.1 mg/L at OV-n. WQCP maintenance technicians replaced the failed fans on October 26, 2021, with higher airflow capacity fans and upsized fuses to handle the additional fan amperage capacity. WQCP plant operators will continue to test the pond fill pumps on their normal preventative maintenance cycle and any time before an extensive weather system enters the forecasts. WQCP maintenance supervisor created a monthly preventative work order to inspect and test the fans to ensure they are working as designed to cool the VFDs. Violation U eSMR
1080548 06/15/2020 OEV Enterococci Monthly 90th% limit is 110 MPN/100 mL and reported value was 171 MPN/100 mL at E-001. Discharger will continue to use the 90th percentile method for reporting effluent enterococcus limitations measured at Monitoring Location EFF-001. Discharger will increase enterococcus sampling as necessary. Violation U eSMR
1064237 08/14/2019 CAT2 Chlorine, Total Residual Instantaneous Maximum limit is 0 mg/L and reported value was 7.7 mg/L at E-002. WQCP management will require contractors to continue to follow protocols for identifying below-ground utilities. 1. Before excavating a job site, qualified utility location services will continue to be utilized to prevent unexpected collisions with existing underground utilities. 2. Contractors will utilize additional methods of locating utilities when unknown potential utilities exist without subsurface knowledge. Such as direct connection to a utility using a signal, ground-penetrating radar technology, and potholing and vacuum truck services. 3. Staff will continue using all records and drawings to assist contractors in the location of underground utilities. Although utility companies and locators provide some of the location work for excavations, it is essential to supplement utility location. For example, using blueprints, as-builds, design drawings, and job walk-throughs to increase awareness of potential site-specific utilities. 4. Staff will continue to maintain communication between the various parties during the utility location process. The WQCP will continue to work diligently with the design engineers, construction management engineers, contractors, and staff to increase and maintain communication on areas that may have increased unknown or known utilities.
