Rancho Paso HOA violated Standard Provisions A.18 by disposing of sludge and
biosolids in a manner inconsistent with Title 40 of the Code of Federal
Regulations and Title 27 of the California Code of Regulations and in a manner
that was not approved by the Executive Officer. During the inspection, staff
observed that aerobically digested sludge was dried in unlined drying pits and
dried biosolids were disposed on spray field property either by discing into the
soil or storing in piles. Neither the sludge drying nor biosolids application to land
is consistent with Title 40 of the Code of Federal Regulations or Title 27 of the
California Code of Regulations and was not approved by the Executive Officer. In
addition, the sludge drying and biosolids disposal methods Central Coast Water
Board staff observed during the inspection are not authorized by the Permit. |

Rancho Paso HOA violated Standard Provision A.19 by not having a certified operator supervising and operating the facility. During the inspection, Central Coast Water Board staff learned that acting chief wastewater treatment plant operator Bob Bartley did not possess a wastewater operator certification and there wasn’t anyone with wastewater treatment plant operator certification assigned to the Rancho Paso HOA wastewater treatment plant. Although Fluid Resources Management was present during the inspection, they were not contracted to provide wastewater operator services. |
