1075793 08/06/2019 UAUTHDISC August 6, 2019 through January 13, 2020 approximately 230,400 gallons tertiary dechlorinated end point was a storm culvert to San Marcos Creek to the ocean. All notifications were made to all required regulatory agencies, including Department of Environmental Health, Storm Water Departments for both City of San Marcos and/or the City Of Carlsbad as well as State and Federal Fish and Game. All contacts from these agencies indicated that because it was tertiary treated dechlorinated water, there would be no impact to the area leaving them with no concerns. The spill/leaks listed as 2 and 3 above occurred during rain events which also provided less impact to the area. Prior to the recent spills/repairs to the failsafe pipeline, the Vallecitos Water District (District) had planned to rehabilitate the existing failsafe pipeline using Cured in Place Pipe (CIPP) slip lining with construction commencing late in the 2021/2022 Fiscal Year. Due to the recent spill/leaks and repairs to the failsafe pipeline, the District has prioritized the rehabilitation of this critical infrastructure pipeline. This rehabilitation project is now fast-tracked and is currently in planning and design phase with the intent to start construction later in Fiscal year 2020/2021 (anticipated start in spring/summer of 2021). This project will rehabilitate the failsafe pipeline and the emergency bypass sewer pipeline which is another critical infrastructure pipeline in the District at the same time. The District¿s goal is to provide a comprehensive programmatic rehabilitation to these at-risk pipelines as soon as possible. Violation B Report
