The exact cause of the failure of the acute toxicity tests is not known, but it is believed to be related to dosing of cationic polymer for the High Rate Clarifier (HRC) system. To date, the SFPUC Water Supply and Treatment (WST) Operations Staff has invested significant time and resources into optimizing the HRC system for suspended solids removal, including startup testing and adjustments of dosing of polymers. The SFPUC will continue to conduct tests and investigate the cause until compliance is achieved. Violation B Report
