Failure to provide adequate drainage of runoff and pollutants; flooding resulting in public nuisance; vehicles forced to drive through "black water" or pass through adjacent private property to avoid it. Daily flooding resulted in weakening of roadway, pulverization by heavy vehicles produced potholes and dirt and debris in the gutter. City sweepers not effective in removing the material in ROW.. |
