• The most updated facility SWPPP (dated November 2024) does not provide information regarding the applicable Total Maximum Daily Loads (TMDLs). Note that the TMDL requirements of the Industrial General Permit took effect on July 1, 2020.
• The Facility Map does not match what was seen onsite and needs to be updated to meet the IGP requirements.
• Monitoring Implementation Plan (MIP) missing
• TMDL monitoring not addressed – Facility is in Los Angeles River Metals/Nitrogen TMDL watershed but no monitoring or justification included
• Industrial Materials Inventory incomplete – Missing typical storage quantities, pollutant parameters, and Safety Data Sheets for further justification (not a requirement per the SWPPP but would like for you to attached to justify if necessary).
• Pollutant Source Assessment (PSA) incomplete – Pathways from fueling, truck maintenance, and outdoor storage not fully described; excluded parameters without justification.
• BMP Summary Table missing – No linkage between pollutant sources, BMPs, implementation frequency, and responsible staff.
• Training Program inadequate – Appendix included but lacks schedule, curriculum, and attendance logs
• Failed to sample during the 2024-2025 Reporting Year.
