S882121 05/25/2022 Deficient BMP Implementation • I observed plastic pellets, cardboard packaging, and what appeared to be leaked motor oil around the trash compactors (pages 4 and 5). Section X.H.1.c.ii requires, to the extent feasible, that spills and leaks of industrial materials be cleaned promptly and disposed of properly. • I observed cardboard stored outside near the NW corner of the facility (page 8). Section X.H.1.a.v requires, to the extent feasible, all stored industrial materials be covered that can be readily mobilized by contact with stormwater. Cardboard is “readily mobilized” since it breaks down when wet. • I observed a curb drain (D-1) in need of maintenance (pages 10 and 11). Section X.H.2.a requires advanced BMPs be implemented and maintained. • I observed cooling towers with mold, rust, and what looked like brine on and around the intake vents (pages 15 and 16). Section X.H.1.b requires, to the extent feasible, procedures for prompt preventive maintenance of equipment that may spill or leak pollutants. • I observed evidence of leakage on the ground from the cooling towers and HazMat area extending towards the curb gutter near D-1 (pages 12, 14, and 15). Section X.H.1.c.ii requires, to the extent feasible, spilled or leaked industrial materials shall be cleaned promptly and disposed of properly. • I observed organic debris, algae, and zip ties in and near the curb gutter along the SE side of the facility (pages 17-20). Section X.H.1.a.i requires, to the extent feasible, debris, waste, spills, tracked materials, or leaked materials shall be cleaned and disposed of properly. Violation B Inspection
