Site map reviewed onsite (Attached) identifies only two sampling points 1(D2) and 2 (D8). Staff is directing the operator to implement the following additional 4 sampling points at the following discharge areas/storm drains: Sampling point at Discharge area #6 (Google image attached). According to the onsite map, this area receives discharges from D10 (northeastern corner), where a trash compactor, a dumpster, scrap metal storage, and wood pallets are stored. Sampling point at D5: This area is located downgradient from the hazardous waste storage. Sampling point at D6: This area is located downgradient from the hazardous waste storage. Sampling point at Discharge area #2: This area receives runoff from the fueling areas and discharges out to Lamar Street and consequently reaches Los Angeles River. S886333 08/23/2023 Deficient BMP Implementation Oil stains at a parking stall and outside a maintenance shop were observed onsite with ineffective Best Management Practices (BMPs) onsite. A trash compactor leaking liquids with a foul odor and no BMPs in place. An overfilled scrap metal bin without cover. Trash debris through outdoor areas without BMPs in place. Tote tanks containing Diesel Exhaust Fluid (DEF), and buckets containing hydraulic oil were stored outdoors without cover or secondary containment cover or secondary. An oily air compressor was discharging oil residues onto the ground without BMPs in place. Violation B Inspection
