A wooden fence that separates the facility from the Santa Clara River had accumulated trash debris along the fence without BMPs in place. Stormwater runoff comingles with wastes stored outdoors without BMPs, most of the comingled runoff is contained in the retention pond. The pond has an overflow pipe that discharges into the driveway.
