Plastic and metal drums containing liquids were observed stored outdoors without secondary containment and covers. This area had oil stains and oil discharges on the ground without BMPs in place. Discharges of milk, plastic bottles, and plastic pellets were observed at outdoor areas without BMPs in place. Happer railcar with plastic pellets discharged onto the ground surface without BMPs in place was observed. Scrap rusted materials were observed stored outdoors without covers. A discharge of a white liquid and white powder at outdoor areas without BMPs in place were observed. A portable toilet without secondary containment was observed leaking contents onto the ground surface without BMPs in place. A loading dock with an unknown white liquid discharging on the ground surface without BMPs in place was observed.
