S887800 11/28/2023 Deficient BMP Implementation On November 28, 2023, Santa Ana Regional Water Quality Control Board (Santa Ana Water Board) staff conducted a compliance inspection of the Etiwanda School District industrial facility located at 12999 Victoria St in the City of Etiwanda. Santa Ana Water Board staff made the following observations during the inspection: SWPPP listed Jay Strain as the Legally Responsible Person, even though he no longer works at the facility; Dumpsters did not have lids closed; Miscellaneous storage area did not have any BMPs in place/available; Front end loader stored outdoors without any BMPs in place/available; Crate of batteries was being stored outdoors.
