S884657 11/09/2022 Deficient BMP Implementation Sediment mixed with oily stormwater, accumulated sediment, and loose sediment was observed outdoors of the facility without effective BMPs in place. Rusty equipment was stored outdoors without cover. Tote tanks containing hazardous waste were stored outdoors without cover. A metal drum labeled hazardous waste, an unlabeled metal drum, and unlabeled buckets containing unknown liquids were stored outdoors without cover or secondary containment. In addition, residual asphalt material spilled on the ground was observed. An actively used fueling tank with accumulated oil on top and an inactive fueling tank with accumulated oil on the side were stored outdoors without cover or secondary containment. An unknown broken pipe with a discharge was observed adjacent to Pacoima Wash. A metal staircase in use at the facility was observed covered with an oily substance dripping onto the ground. Unauthorized non-stormwater discharges of oily water from an air compressor were observed outdoors without containment. Foamy water from indoor areas discharged onto outdoor areas without containment or BMPs in place. Violation B Inspection
