During the inspection conducted on 4 April 2024, Central Valley Water Board staff observed that proper erosion and sediment control had not been installed on tractor roads within the project area resulting in actual and threatened discharges of waste to several Class II and Class III watercourses. Erosional features in the form of rills and gullies were documented on the tractor roads and were observed to have previously discharged sediment to several receiving Class II and Class III watercourses.
During the inspection conducted on 4 April 2024, Central Valley Water Board staff observed areas where heavy equipment operated within the standard width of the watercourse and lake protection zone of two Class II watercourses resulting in actual and threatened discharges of waste to the associated Class II watercourses. |
On 18 April 2024, staff conducted a follow up inspection on the project area with Caltrans representative Ted McDonald, and a representative from Tyrrell Resources Inc. Mr. McDonald stated that highway widening operations are scheduled to begin within the upcoming weeks dependent upon weather and that erosion control mitigations will be installed as soon as is feasible to prevent additional sediment discharge to watercourses from Project activities.
Additional disturbance within the project area due to the widening activities will be/are covered under Clean Water Act Section 401 Water Quality Certification and Order, 02-1H580 Cromberg Rehabilitation and Feather River Inn Intersection Project, Regulatory Measure ID: 446704. Beyond the erosion and sediment control measures agreed upon during the 18 April 2024 inspection, no additional corrective actions are necessary for Central Valley Water Board’s General Order of Waste Discharge Requirements for Discharges Related to Timberland Management Activities, Order No. R5 2017-0061 (General Order) under Category 1 for Low Threat Exemption and Emergency Notices on Non-Federal Lands. |
