The Discharger intends to determine the cause or source of nickel before it resumes discharge. It will also conduct Start-Up Phase sampling to confirm nickel concentrations are compliant before discharge occurs.

On February 19, 2023, the Discharger spilled approximately 82,246 gallons of untreated groundwater over the course of 12 hours. The treatment system lost power when the backup diesel generator ran out of fuel. The backup generator was operating since February 15 due to a power loss from the main power supply source. The malfunction set off several alarms but these were not relayed to the Discharger because the contact list wasn't programmed correctly. The Discharger discovered the spill on February 20 at 6:43AM. The spill occurred over land then reached 2 storm drain inlets north of the site. The quantity of wastewater that reached the receiving water is unknown. Receiving water observations did not confirm presence of oil sheen, fish kill or water discoloration. |
On February 20 at 9:10 AM the generator was refueled and the treatment system was restarted. The cause of the main power supply loss was corrected with the installation of a temporary power line on February 24 while the main line was fixed. A second backup generator was also brought onsite and a daily schedule was establish to confirm fuel levels in the backup generator. The alarm system was programmed correctly to ensure timely notification to the Discharger. Additionally, a pressure relief valve was installed upstream of the automatic shut-off switch to divert any untreated influent to the backwash tank. This provides additional time to react should the treatment system's influent automatic shut-off switch close in response to a system alarm. |
