UAUTHDISC |
Receiving Water Limitation exceedances per requirements of NPDES Permit section VIII.A.2.K and Permit Attachment E, Sections V. G. 1-2. The TA19 exceedances consisted of Endothall sample concentrations of 360 ppb at 21 days after treatment (DAT) and 220 ppb at 28 DAT that were above the RWL (100 ppb). |
TKPOA installed and then began aeration at site 19 starting July 6, 2022. Though Endothall concentration levels were initially elevated and have since decreased substantially from 21 DAT to 35 DAT, including reductions to below the RWL (61 ppb), TKPOA will continue to operate the aeration equipment at site 19, but otherwise does not believe that further actions are warranted at this time. |

Endothal Instantaneous Maximum limit is 100.0 ug/L and reported value was 110.0 ug/L at Receiving Water Site 2 (ORW-RHC2) |
The events reported were exceedances of the RWL (100 ppb) for Endothall (210 ppb
on May 28; 110 ppb on June 2; 110 ppb on June 7; 140 ppb on June 8; and 110 on June
10). The exceedances appear to have been caused initially by high wind gusts causing
the failure of a center seam of the originally installed turbidity curtains during the
approach/passing of a weather front the night of May 27/morning of May 28 at CMT
Project Test Site 2. On May 28 and May 29, a second set of turbidity curtains was
installed on the lakeward side of the original curtains. A combination of subsequent
wind events and residual transient Endothall from the initial curtains failure is
believed to have caused and/or contributed to the second through fifth exceedance
events. No dead or distressed organisms were observed by either the water quality
monitoring team or TKPOA representatives that visited the Site 2 curtain failure. |

unauthorized discharge at compliance monitoring site ORW-RHC-2. Nature of the discharge was Endothall pesticides active ingredient. The event appears to have been caused by high wind gusts occurring sometime during the approach/passing of a weather front the night of May 27/morning of May 28 that resulted in the center seams of the double turbidity curtains separating at the bottom at CMT Project Site 2. The exact time of curtains failure is unknown. No dead or distressed organisms were observed by either the water quality monitoring team or TKPOA representatives that visited the Site 2 curtain failure. The location of the failure was the set of double turbidity curtains at Site 2. Both curtains consisted of two lengths of curtain connected at a middle seam per manufacturers’ specifications. Each curtain seam was reportedly sealed by overlapping and rolling the two vertical curtain edges in the middle and clipping/zip tying per specifications. Visual observations at approximately 11am on May 28 showed some dye concentrations (see attached photo) between the two curtains, but partly cloudy skies made comparisons with the treated area difficult. Dye was not visually evident lake side of the double turbidity curtains. Initial affected area appeared limited to the immediate vicinity of the double turbidity curtains. Subsequent days monitoring indicated transient, degrading plume to the east of Site 2. |
TKPOA responded to the RWT dye detection at ORW-RHC-2 by directing on-call divers to install 2 spare, single length turbidity curtains at a narrower location of the channel a short distance east of the existing curtains. This established a new double (single-length, double curtain) barrier for the treated Site 2. The first of the two new, single length curtains was installed by the evening of May 28, and the second of the two curtains was installed by 11am the morning of May 29. |

Endothal Instantaneous Maximum limit is 100.0 ug/L and reported value was 210.0 ug/L at Receiving Water Site 2 (ORW-RHC2) |
TKPOA has responded to the RWT dye detections and laboratory results of Endothall
exceedances at ORW-RHC-2 by initially directing on-call divers on May 28 to install 2
additional, single length turbidity curtains at a narrower location of the channel a
short distance east of the existing curtains. This established a new double (singlelength, double curtain) barrier for the treated Site 2. The first of the two new, single
length curtains was installed by the evening of May 28, and the second of the two
curtains was installed by 11 am the morning of May 29. Subsequently, TKPOA
directed the divers on several occasions to dive and inspect the integrity of the newer
curtains prior to and following major wind events. |
