The WQC section XII.G.2 states, ¿The Permittee shall not leave equipment within jurisdictional waterways overnight and all equipment shall have drip pans placed beneath them when they are not in use.¿ The Site did not have drip pans under vehicles based on photos from the complaint filed on May 23, 2024 and inspection on August 28, 2024.
The WPCP section 30.3.1 states, ¿Fueling areas shall be protected with berms or dikes and equipment placed on impermeable liners to contain potential leaks and spills, to prevent run-on, runoff, and to contain spills.¿ A designated area for vehicle and equipment fueling protected with berms or dikes was not identified on the day of the inspection. |

The Project effective date was February 26, 2021, which meant that Annual Reports were to be submitted on the 26th of February in 2022, 2023, and 2024. No Annual Reports have been received by the Los Angeles Water Board to date.
Non-compliance with the development of a site-specific Storm Water Pollution Prevention Plan (SWPPP) and a Rain Event Action Plan (REAP) as required by WQC section XII.G.10. A Water Pollution Control Plan has been developed, but no SWPPP or REAP. The WPCP does not have all the information that a SWPPP would have. |
