Due to sampling staff oversights, as well as the laboratory data delay due to Covid and other issues, some of the quarterly monitored constituents for third quarter, semiannual monitored constituents, and annual monitored constituent (see attachment) were not collected during the assigned monitoring period. Upon discovery of the excursions in the September, WRD directed the contracted operators to collect the required samples in October; however, there was no discharge to the San Gabriel River after August 2022; therefore, the October sampling results could not be used to meet the compliance requirements. |
WRD instructed contracted operators to review the sampling training protocol and requested the compliance manager of the contracting firm to retrain the sampling procedures to prevent missing sample collections. In addition, WRD requested the contract laboratory to provide faster turnaround time so WRD can review the data before the end of the compliance monitoring period. |
