1124334 01/17/2024 Order Conditions Board staff observed an intentional unauthorized discharge of compost leachate beyond the permitted boundary of the facility. Central Valley Water Board staff observed an individual monitoring a pump, which was placed into a large pond of compost leachate along the western side of the 10 acre final product storage area. The pump was connected to a hose line that extended from the pond, over the top of run-on/off control road, and was discharging compost leachate onto an adjacent field just west of the 10 acre final product storage area. The attached 17 January 2024 Inspection Report documents this intentional unauthorized discharge of compost leachate. Required Response 1 Submit a report that: 1) documents the discharge, 2) documents the volume of the discharge, 3) defines the nature and extent of the discharge, and 4) contains a proposal to remediate/cleanup the discharge. Due Date 15 March 2024 Required Response 2 Submit a report documenting the cleanup/remediation of the unauthorized offsite discharge of compost leachate. Due Date 1 June 2024 Violation B Inspection
1124335 01/17/2024 Order Conditions the southern portion of the active compost pad and most of the 10-acre final product storage area, which only have a compacted soil surface, appeared to be in poor condition with notable tire ruts and significant ponding. Required Response Submit a work plan to make permanent facility improvements across the: 1) southern portion of the active compost pad and 2) across the 10 acre final product storage area, to ensure compliance with the Compost General Order.
