Persistent elevated TSS over the last roughly half year is thought to be a result of higher TSS in raw water used for the cooling towers. A bag filter was installed into the discharge line prior to the mixing tank in May 2023. |

Follow up TSS samples were collected on 5 separate days following receipt of monthly analytical report. All results fell below the daily maximum but failed to result in a monthly average below the permit limitation. A sample collected from raw water used in the cooling tower (from the Eel River) in early February reported 8 mg/L, there is some concern that TSS from the raw water may be elevating our discharge results. |

Following plant re-start, daily discharge rate on 8/22/21 at boiler blowdown (M015A) prior to mixing tank was 0.014 MGD, which exceeded the permit daily discharge maximum at that location of 0.011 MGD. However, total discharge to effluent discharge point (M017) was well below allowable limit. |
Startup often has higher than usual discharges; the boiler blowdown (M015A) exceeded the daily discharge limit of 0.011 MGD following restart on 8/22/21. However, it is a pretreatment location and the combined discharge at M017 (pond) on was 0.014 MGD (permit allows 0.048 MGD at M017) because there was no discharge from the cooling towers (M014). |
