1129055 05/31/2024 CAT1 Total Suspended Solids (TSS) Single Sample Maximum limit is 30 mg/L and reported value was 41 mg/L at M-017. HSC will continue to monitor TSS; during the month of May, we noticed an increase in TSS due to an unknown issue which prompted HSC to purchase a new type of filter which will be installed. Violation B eSMR
1128216 04/29/2024 CAT1 Total Suspended Solids (TSS) Single Sample Maximum limit is 30 mg/L and reported value was 38 mg/L at M-017. HSC will continue to monitor TSS; during the month of March, we noticed an increase in TSS due to an unknown issue which prompted HSC to purchase a new type of filter which will be installed. Violation U eSMR
1126789 03/20/2024 CAT1 Total Suspended Solids (TSS) Single Sample Maximum limit is 30 mg/L and reported value was 34 mg/L at M-015A. HSC will continue to monitor TSS; during the month of March, we noticed an increase in TSS due to an unknown issue which prompted HSC to purchase a new type of filter which will be installed. Violation B eSMR
1125391 02/09/2024 CAT1 Total Suspended Solids (TSS) Single Sample Maximum limit is 30 mg/L and reported value was 40 mg/L at M-017. HSC will continue to monitor TSS; during the month of February, we noticed an increase in TSS due to an unknown issue which prompted HSC looking into different filter options as a possible resolution. Violation B eSMR
1124740 01/30/2024 CAT1 Total Suspended Solids (TSS) 5-Sample Median limit is 30 mg/L and reported value was 33.4 mg/L at M-017. HSC will continue to monitor TSS; during the month of January, we noticed an increase in TSS due to an unknown issue. If the issue persists, we will look at additional corrective actions. Violation B eSMR
1116964 04/19/2023 CAT1 Total Suspended Solids (TSS) Monthly Average limit is 30 mg/L and reported value was 32 mg/L at M-017. Persistent elevated TSS over the last roughly half year is thought to be a result of higher TSS in raw water used for the cooling towers. A bag filter was installed into the discharge line prior to the mixing tank in May 2023. Violation B eSMR
1113925 01/03/2023 CAT1 Total Suspended Solids (TSS) Daily Maximum limit is 100 mg/L and reported value was 120 mg/L at M-017. Follow up TSS samples were collected on 5 separate days following receipt of monthly analytical report. All results fell below the daily maximum but failed to result in a monthly average below the permit limitation. A sample collected from raw water used in the cooling tower (from the Eel River) in early February reported 8 mg/L, there is some concern that TSS from the raw water may be elevating our discharge results. Violation B eSMR
1113924 01/03/2023 CAT1 Total Suspended Solids (TSS) Monthly Average (Mean) limit is 30 mg/L and reported value was 49.3 mg/L at M-017. HSC will continue to monitor TSS; it is speculated that following high volume rainfall in January 2023, a higher than normal sediment load may have existed in the Eel River, which supplies the raw water used in our cooling towers. If the issue persists we will look at additional corrective action. Violation B eSMR
1093887 08/22/2021 PRE Following plant re-start, daily discharge rate on 8/22/21 at boiler blowdown (M015A) prior to mixing tank was 0.014 MGD, which exceeded the permit daily discharge maximum at that location of 0.011 MGD. However, total discharge to effluent discharge point (M017) was well below allowable limit. Startup often has higher than usual discharges; the boiler blowdown (M015A) exceeded the daily discharge limit of 0.011 MGD following restart on 8/22/21. However, it is a pretreatment location and the combined discharge at M017 (pond) on was 0.014 MGD (permit allows 0.048 MGD at M017) because there was no discharge from the cooling towers (M014). Violation B eSMR
1089597 03/16/2021 CAT1 Total Suspended Solids (TSS) Daily Average (Mean) limit is 100 mg/L and reported value was 280 mg/L at M-015A. We have requested on the new permit to eliminate midpoint sampling and only sample true effluent sample locations. The true effluent streams for that same day were well within limits (1.0 mg/L for RO discharge (M013), and 11 mg/L for primary discharge to log pond (M017), Violation B eSMR
1089596 03/16/2021 CAT1 Total Suspended Solids (TSS) Monthly Average limit is 30 mg/L and reported value was 280 mg/L at M-015A. Sample was abnormally high and atypical; since the effluent stream was well below the limit, it should not be an ongoing problem (water from boiler blowdown is mixed with cooling tower blowdown and adjusted for pH prior to discharge out the mixing tank). The true effluent streams for that same day were well within limits (1.0 mg/L for RO discharge (M013), and 11 mg/L for primary discharge to log pond (M017), Violation B eSMR

*As of 5/20/2010, the Water Board's Enforcement Policy requires that all violations be classified as 1, 2 or 3, with class 1 being the highest. Prior to this, violations were simply classified as Yes or No. If a 123 classification has been assigned to a violation that occurred before this date, that classification data will be displayed instead of the Yes/No data.
