1122938	11/18/2023	DMON	The 5-day-a-week monitoring requirement was not met at M-001E(San Juan Capistrano GW TP) for TSS and pH for the week ending on 11/18/23. Discharger Comment-The plant was turned off on 11/16/23 at 6:30 am and was turned back on 11/17/23 at 5:30 pm. TSS and pH were sampled on 11/16 and 11/19 before and after shutdown. 1112954	12/31/2022	DMON	Monthly Effluent Oil and Grease was not monitored in December 2022 for location M-001E(San Juan Capistrano Groundwater Treatment Plant) due to the unanticipated catastrophic failure leading to an emergency shutdown on 12/5/22. It was discovered that the clearwell had experienced significant corrosion which led to structural failures of numerous roof beams, roof panels, and floor sections. The clearwell is a critical component to the entire treatment process and does not have redundancy. Treatment plant is offline and not discharging until appropriate repairs are completed.	In late January 2023, the District anticipates awarding a contract for the removal of the 300,000 gallon bolt up steel tank. We anticipate the work to start three weeks after the award. We are also out to bid for a welded steel tank and anticipate it will take 20 weeks to construct including preparation of shop drawing, manufacturing the steel plates, and assembling the tank. This would put the Plant back into service in the summer of 2023. Sampling will resume when the plant is back in service anticipated Summer 2023.	Violation	U	eSMR
