Type: Category 1. Other (specify below);The spill occurred during an abnormal rain event during peak flow on Thanksgiving day. The pump station is equipped with dual force mains. During heavy rain events/flow, staff opens the second force main to handle the increased flow into the pump station. The oncall operator attempted to open the second force main isolation valve but was unable to resulting in the SSO. caused 5150.0 gallons of sewage to spill from Manhole;Pump station;Spill location in pump station located at 2017 North Coast Hwy 101, Encinitas, CA 92024 at Batiquitos Pump Station to Other (specify below);Surface Water;Overflow from manhole located inside pump station. Initial overflow contained within pump station perimeter. The water level continued to rise to the top of the southeast curb and eventually flowed into Batiquitos Lagoon.. Surface water body affected (Ponto Lagoon / Beach South Carlsbad CA.). |
Cleaned-Up;Other (specify below);Other Enforcement Agency Notified. ;District contacted OES. The oncall operator received a high pump station wetwell level alarm at 1012. Operator arrived at the pump station at 1035. En route to the pump station, the operator notified the supervisor of two active alarms in the collection system. Upon arrival, the operator performed a pump station check and decided to open the second force main due to rising water level in the wetwell. Supervisor proceeded to call additional staff to assist with the alarms. When staff arrived, supervisor dispatched staff to hold flow at three different pump stations that contribute flow to the Batiquitos Pump Station. In addition, two vactor trucks were dispatched to the pump station to prevent sewage within the perimeter from overflowing into the Batiquitos Lagoon. At 1307 sewage started to discharge over perimeter curb. Operator's initial attempt, as well as several additional attempts, to open isolation valve were unsuccessful. This resulted in the sewage overflowing at the influent manhole before the wetwell within the pump station perimeter. The vactors prevented 7,000 gallons from discharging into the Batiquitos Lagoon. |

Estimated spill start time of 10:21 is based on distance from AirVac valve location to entrance to Saxony Pump Station. caused 116.0 gallons of sewage to spill from Other sewer system structure;The Air Vacuum (AirVac) valve is located adjacent to the sidewalk. The spill point was at the top of the AirVac. at La Costa Avenue, west of Saxony Road intersection to Street/Curb and Gutter;The spill was contained in the street''''s curb and gutter and flowed toward the storm drain catch basin. No water was seen flowing into the catch basin. However, District crews removed approximately 2,000 gallons of standing water from the basin as a precaution.. No surface water body affected. |

Air Relief Valve (ARV)/Blow-Off Valve (BOV) Failure;During the daily pump station check, our field services technicians were driving along La Costa Avenue in route to Saxony Pump Station at 9:10 am and notice a wet spot on the AirVac cement pad. They circled back to the AirVac location and proceeded to close the AirVac isolation valve to stop the leak. The leak was stopped at 9:29 am. Our field services crew proceeded to replace the top assembly of the AirVac. It has been determined that a seal plug assembly failure caused the AirVac to leak. caused 1.0 gallons of sewage to spill from Other sewer system structure;The spill appearance point was from the AirVac. The sewage was dripping from the AirVac Blow-Off Valve at a very slow rate, estimated about a half a cup a minute. at Leucadia (L1) Forcemain Air Vacuum Release Valve to Unpaved surface;The final spill destination was in the dirt next to the AirVac cement pad... No surface water body affected. |
