On 23 August 2021, I observed that the Dairy has expanded its production area footprint beyond what was described in its 2010 Waste Management Plan for a manure drying area, in violation of Provision G.4 and General Reporting Requirement C.10.b of the Standard Provisions and Reporting Requirements, which require the submittal of a Report of Waste Discharge at least 140 days before making any material change in the character, location, or volume of discharge, including any expansion of the facility. |

On 23 August 2021, I observed carcasses being composted at the south end of Field 4. No disaster area has recently been declared by the Governor, nor has any emergency been declared by a state or local government agency, nor did the Discharger obtain coverage under an appropriate regulatory vehicle to compost/dispose of carcasses at the site. Composting of dead animals is in violation of Prohibition A.6, which specifically prohibits the disposal of dead animal carcasses at the Dairy. |
