Damage by Others Not Related to CS Construction/Maintenance (Specify Below);The spill was caused by damage to the sewer pipe by vandals, most likely from the nearby homeless encampments. The sewer pipe was broken by being beat with a blunt object from above. caused 1500.0 gallons of sewage to spill from Gravity Mainline;The spill originated from a section of pipe that was damaged by vandals who broke the pipe open using a blunt object, such as rock or hammer. at 888 Blackstone Ct. to Drainage Channel;The spill entered Sulfur Creek from the broken pipe. It was impeded by a rock pile which acted as a dam. From there flow entered a concrete tunnel under the train tracks. Once out of the tunnel the flow entered a vegetated channel flowing south before the channel ran dry.. Surface water body affected (Sacramento River). Cleaned-Up;Mitigated Effects of Spill;Contained all or portion of spill;Restored flow;Returned Portion of Spill to Sanitary Sewer System;Other Enforcement Agency Notified. ;The spill response included repairing the broken section of pipe. Laying temporary bags of cement over the exposed area. Pumping contaminated water back into the collections system. Sampling. Posting signs for public safety. 1103640 04/28/2022 SSOS Type: Category 1. Debris from Construction;A 6 inch ball of concrete was discovered via closed circuit TV inspection in the 6 inch sewer line between manhole K9-12 and K9-15. The concrete is believed to have entered the system near Maraglia St. where a paving and manhole improvement project has been recently completed. caused 300.0 gallons of sewage to spill from Manhole;Spill appeared from Manhole K9-48 at 2731 Bechelli Lane to Drainage Channel;The final destination of the spill was storm drain outfall 2967 (Redding GIS) which discharges into Henderson ditch. The outfall is a 48 inch pipe. There was a wood stump and queen size mattress lodged in the outfall which dammed a mojority of the flow.. Surface water body affected (Henderson ditch to Sacramento River). Cleaned-Up;Mitigated Effects of Spill;Contained all or portion of spill;Restored flow;Returned Portion of Spill to Sanitary Sewer System;Other Enforcement Agency Notified. ;In response to the spill City of Redding used sandbags and waddles to dam the ditch near Outfall 2967. From the spill appearance, staff cleaned the street and gutter, flushed the storm drain to a storm drain vault on the west side of Bechelli Lane where it was collected using a Vac-Con truck. Then using a pump staff collected all the contaminated water and rinsed the area within the Henderson ditch. To complete this the wood stump and mattress had to be winched out of the ditch. 1093798 09/04/2021 SSOS Type: Category 1. Other (specify below);After the blockage was cleared. An 8 inch mechanical pipe plug was located in the bottom of manhole K3-41. Using a camera staff located that a future stub sewer line connected to K3-41, which has never been in service, was full of gravel. The mechanical plug was unseated from the 8 inch stub sewer pipe and became lodged in the outgoing pipe of the manhole. caused 2850.0 gallons of sewage to spill from Manhole;Discharge observed seeping from the concrete collar of the manhole. The manhole lid was bolted on to prevent vandalism and tampering. at 3627 Eureka Way to Drainage Channel;The spill exited through the cement manhole collar flowed down the hill approximately forty feet to a heavily vegetated drainage channel. The vegetation was cut back to determine the furthest point influenced by the spill. It was dammed off with sandbags and the discharge was returned by pump to the collections system.. Surface water body affected (Un-named Tributary to Jenny Creek). Cleaned-Up;Mitigated Effects of Spill;Contained all or portion of spill;Restored flow;Returned Portion of Spill to Sanitary Sewer System;Other Enforcement Agency Notified. ;In response to the spill contaminated vegetation was removed. The vegetated channel was blocked with sand bags and affected water was pumped to the collection system. 5000 gallons of water was used to clean the site and drainage channel. Straw was added to the site to complete the clean up and protect the slope from erosion. Violation B SSO
1079180 09/02/2020 SSOS Type: Category 1. Construction Diversion Failure;Contractor onsite for cleaning of digester left valve open. Staff began equalizing digester #3 into digester #2 and valve was open, allowing a portion of digestate to spill. caused 10989.0 gallons of sewage to spill from Other sewer system structure;Primary digester at Clear Creek Treatment Plant Digester to Surface Water;Unpaved surface;spill was contained onsite, less than 100 gallons unrecovered which entered storm drain inlet, discharged to Clear Creek. Surface water body affected (Clear Creek). Cleaned-Up;Mitigated Effects of Spill;Contained all or portion of spill;Returned Portion of Spill to Sanitary Sewer System;Other Enforcement Agency Notified. ;Isolated all containment flow release points with sandbags, sand and visqueen. Cleaned up all digestate from containement area and pumped back into plant headworks. All containment areas were washed and pumped clean. Violation B SSO

Pipe Structural Problem/Failure;Concrete encasement under creek fractured and seperated due to creek bed erosion, causing separation of ABS truss syphon pipe. caused 41000.0 gallons of sewage to spill from Gravity Mainline;Failure of gravity mainiline (syphon) under Churn Creek at Churn Creek Lift Station Bypass to Surface Water;Churn Creek south of Hwy 44, between Shasta VIew Dr and Victor Ave in Redding California. Surface water body affected (Churn Creek). Cleaned-Up;Mitigated Effects of Spill;Contained all or portion of spill;Restored flow;Returned Portion of Spill to Sanitary Sewer System;Other Enforcement Agency Notified. ;Natural pooling of creek caused a containment area. After approval from local water board representative, crews pumped spill and creek water into the sanitary sewer system on 9/4/20 and again on 9/8/20. All debris and residue was washed down and pumped back into the sanitary sewer system with dechlorinated water. Violation A SSO
