Plan Rehabilitation or Replacement of Sewer,Post Spill CCTV. Post spill CCTV inspection revealed a moderate offset within what appeared to be a repair job on the four-inch vitrified clay pipe. It has been rumored that a contractor who was awarded a past storm drain improvement project broke this section of sewer mainline and said they did a poor job at making the repairs. Because of the expensive costs to pave asphalt, being more expensive than installing sewer pipe, along with the district's aging sewer infrastructure, the District continues to apply for funding to rehabilitated all potions of the system. This basin (Willow Basin) has roughly 30% design completed. Unfortunately there has been a lack of available funding from the State or the federal government, even for severely disadvantaged communities such as the Tuolumne township. The blockage was reported as a soft block that accumulated at the off-set. No amount enhanced cleaning schedule can reasonably be expected to prevent the spill from reoccurring. The pipe needs to be repaired. |

The sewer segment has been placed on a bi-annual maintenance schedule. It will remain on this schedule until the District can repair the failed portion of the pipe. |

Plan Rehabilitation or Replacement of Sewer,Other (specify below). The property owners advised the District that they had a plumber out a week prior to clear their private lateral. The lateral is known to be defective due to a lack of adequate slope, meaning general sewer debris settles out in the lateral causing a blockage. The District believes the lumber pushed the lateral blockage into the sewer mainline. Being at the end of the mainline with a corresponding minimum flow, the debris did not convey through the collection system and caused the mainline blockage. |
