While the Enrollee adopted an updated SSMP in 2023, staff are unaware of when the last SSMP audit may have occurred. The inspection found that while the Enrollee’s collection system was visually inspected in the 1990s and again around 2009, relatively minimal CCTV5 has taken place since. The Enrollee stated that while they can perform CCTV, they do not have sufficient personnel to take on more than a block or two as needed for trouble shooting. Additionally, in the lower areas of Arcata, the water table is fairly high and there can be large portions of the year where the pipes are underwater, and they are unable to perform CCTV inspections. The Enrollee performs minimal CCTV, and they do not grade CCTV footage from their push camera. As such, they cannot plan/prioritize capital improvement projects based upon graded pipe defects or pipe conditions. The inspection found that contractors working on the Enrollee’s collection system do not currently receive training on the Enrollee’s SERP. Despite I/I being the Enrollee’s largest concern, the Enrollee does not know whether a system wide capacity study has ever been completed. A draft Sea Level Rise Risk Assessment Plan from April 2018 identified the Enrollee’s collection system as being one of the most critical and vulnerable assets. However, this plan was never finalized and additional steps to identify which assets within the collection system were most vulnerable were never taken. |
