The Sampling and Analysis Plan has been revised to clearly list all priority pollutants to be analyzed annually in effluent and receiving water. As soon as the omission was identified, additional samples were collected and sent to the lab for analysis. Existing 2020 effluent cyanide results were all non-detected, as were Total Chromium results in effluent and receiving water. |

Iron, manganese, and E. coli were not analyzed in effluent with the routine quarterly sampling performed July 20, 2020. The omission occurred due to following the Sampling and Analysis Plan (SAP) developed under the 2013 NPDES permit Monitoring & Reporting Program (MRP) (Order No. R6V-2013-0038). Under the 2013 MRP, iron, manganese, and E. coli were not required quarterly analyses in effluent. As the revised 2020 SAP had not been developed (it was due and submitted in September 2020) when 3rd quarter sampling was performed in July, analyses for iron, manganese, and E. coli were not requested. Violation of MRP R6V-2013-0038, section IV. EFFLUENT MONITORING REQUIREMENTS, Table E-3 , page E-4. |
As soon as the omission was identified, an additional effluent sample was collected (on October 27, 2020) and will be analyzed for those required parameters. The results will be submitted as soon as they are available, in addition to the routine quarterly monitoring results for the 4th quarter. Subsequent quarterly analyses will be requested following the revised 2020 SAP. There are no effluent limitations in the 2020 NPDES permit for iron or manganese. The effluent limitation for E. coli is 100 CFU/100mL as a 6-week rolling geometric mean. E. coli is correlated with fecal coliform, and fecal coliform was non-detected all quarter with the exception of two results at 2 MPN/100mL in July 2020. Therefore, E. coli is unlikely to have violated the effluent limitation. |
