Staff observed the chlorine analyzer to be broken at the recycled water tank. At the time of the inspection Staff noticed that the effluent sampling point, which is a pipe connected to the recycled water tank, was leaking and dripping onto the
surface. The pipe appeared to be completely covered in black tape to prevent leaks, but this did not stop the flow. At the time of the inspection the screw press at the headworks, which is described in finding 8 of the Order R7-2016-0032 as a compactor, was found to be broken and non-operational. |

Order requires that “Weeds shall be minimized through control of water depth, harvesting, or herbicides.” However, during the March 2, 2022, compliance evaluation inspection, staff observed that Pond G was overrun with weeds.
The Order also requires that “the Discharger shall at all times properly operate and maintain all systems and components of collection, treatment and control, installed or used by the Discharger to achieve compliance with this Board Order.” During the March 2, 2022, compliance evaluation, staff observed several areas that were not properly maintained, including inoperable pumps at Lift Stations No. 13 and 5; a bar screen at the headworks in disrepair; pooling water in the headworks building; and leaks in the building housing the chlorine generation system. |
