This violation occurred during a period of significant rainfall that exceeded the Torrance Refinery onsite storm water storage capacity. The quantity of storm water which exceeded the Refinery's storm water storage capacity was discharged to the Torrance Lateral to avoid severe flooding and safety issues. After emergency conditions abated, Torrance Refinery was able to resume standard storm water impoundment and again discharge back to LACSD. |
