1159639 08/28/2026 UAUTHDISC Approximately 5,000 gallons of secondary effluent was released onto Facility grounds. Majority of the secondary effluent that spilled onto the ground was contained within the boundaries of the Facility, and either percolated into the ground, or went into the drainage system that leads back to the treatment headworks. Of the total spill volume, approximately less than 1,000 gallons traveled offsite, entered a dry creek bed, and flowed underneath the adjacent railroad and freeway into an open field east of the Facility. Facility staff observed that the ground was wet in the field where the discharge exited, but there was no flowing or standing water and, therefore, no discharge to recover. Technicians and collection crews were dispatched to the spill site and the discharge was stopped immediately upon discovery. According to the follow-up spill report that the Discharger sent to the Santa Ana Water Board on September 2, 2026, the spill was originated from the tertiary influent pump station. Two days prior to the incident, on August 26, 2026, tertiary influent pump No. 2 was removed for rehabilitation, and the pump can was left open. During a planned reduction in flow to the tertiary filters, the secondary effluent began to discharge out of the open pump can onto the ground. To prevent this occurrence from happening again, the Discharger installed a blind flange over the vacant pump can. Violation B Complaint
