1129922 06/19/2024 CAT2 Chlorine, Total Residual Instantaneous Maximum limit is 0.1 mg/L and reported value was 4.6 mg/L at M-002A. At the time of the event, operations decreased RP-1 Tertiary influent flow from 33 to 28 MGD by reducing the intermediate pump station flow setpoint. Operations also increased recycled water pumping, which reduced outfall flow to Cucamonga Creek. These two measures brought the facility back into compliance. Operations noticed that the valve that feeds SBS to pumps 1 and 2 was partially open. The partially opened valve was then placed back to normal operations at 100% open, resolving the SBS dosing issue. In the same day as the discharge event, operations tested SBS pumps 1, 2, 5, and 6. After testing each SBS pump, all pumps tested were found to have no issues with pumping capability, and there was no issue found with the SBS discharge flow rate. Operations tested the SBS pipeline header repair, and determined the repair was successful. They placed the entire SBS header pipeline back in service, making all SBS pumps available. At the time of the event, the failed UPS was bypassed and the SBS pumps were manually started due to the inability to control them remotely. On the same day as the discharge event, the SBS pump station UPS was replaced. A planned action to prevent recurrence of this type of event will be for IEUA staff to evaluate the options to provide redundancy and reliability to the UPS system. Violation U eSMR
