Order Conditions |
For a period of 9 minutes, the measured chlorine contact CT time in milligram-minutes dropped below the permit specified 450 milligram-minutes. Lowest reading during the 9 minute period was 436 milligram-minutes. |
Construction at the Rialto WWTP (the S1 project) had recently activated a new chlorination control system. In addition, preparation for performance testing of new secondary treatment equipment was causing rapid swings in effluent ammonia nitrogen. The new control system did not respond in sufficient time to raise chlorine dosing during an ammonia nitrogen spike which in turn resulted in the noted drop in CT time below that specified in the permit. |
