The laboratory will work to better communicate during periods when staff members are off duty for vacations or otherwise unable to perform required testing within method specified hold times. The SCADA at the plant has been programmed to divert effluent flow when levels of Sodium Bisulfite drop below 0.5mg/l. This programming will stop effluent flow prior to Sodium Bisulfite levels reaching zero. This should protect the plant from Sodium Bisulfite feed failures in the future. Violation B eSMR
1118112 05/22/2023 CAT2 Chlorine, Total Residual 1-Hour Average (Mean) limit is 0.019 mg/L and reported value was 0.46 mg/L at EFF-001. Plant standard operation procedures will be edited to emphasize the importance of isolating any chemical feed pump before cutting connected hoses. Plant staff will be retrained to follow updated SOP's. The Sodium Bisulfite pumps are now secured in their permanent mounting location. Violation B eSMR

A third pump is planned to be added as a backup incase of peristaltic tubing failure. 1112489 12/31/2022 DMON EFF-001 Ammonia was sampled 12/6/22 and analyzed 1/10/23 outside of hold time. Laboratory staff will prioritize analyzing samples expeditiously after sampling. Software is being implemented which will schedule and track samples which should assist analysts completing analysis' on time. Violation U eSMR

Operators will continue to operate filters to remove as much suspended material as possible. 1112488 12/12/2022 OEV Total Coliform 7-Day Median limit is 23 MPN/100 mL and reported value was 33 MPN/100 mL at EFF-001. Operations staff will continue to operate the plant in an effort to remove organic material prior to Chlorine dosing. When organics are present disinfection agents are not as effective. 1101186 01/04/2022 DMON River-002 Hardness sample was taken on 1/4/2022 concurrently with River-002 metals as required. The sample was disposed of prior to the testing on the sample being completed. 1085063 11/30/2020 DMON Dissolved Oxygen was not sampled twice in November 2020 as required. Only one sample was taken this month on 11/5/20. The Lab Analyst who performs this analysis was out after a COVID-19 exposure. A digital display showing all permit required analyses will be installed in the plant control room to illustrate all required analyses each month. These duties will be completed by other City of Redding Lab staff if Stillwater's Lab staff cannot complete the tests due to illness, absence or other issues. Violation U eSMR

Operators have taken two clarifiers out of service and reduced the mixed-liquor suspended solids, and this seems to have corrected the problem.
