This caused too many solids to enter the clarifier which made it upset and flip. This was caused by the plants screw press failure (mechanical failure). Without the screw press operating correctly the plant's solid inventory became very high and backed up the plant causing the clarifiers to operate inadequately. In 2008 Scotts Valley had a TCDD violation, it was thought the cause was from two years 2007-2008 of large wild land fires in surrounding area including the Summit Fire. 2019 and 2020 both had high numbers of wild land fires.
