1150509 08/13/2025 UAUTHDISC Spill of up to 33,333 gallons from Percolation Pond 3 to the bank of the Salinas River. San Miguel CSD reported secondary treated wastewater spilled from the percolation pond to the bank of the Salinas River, and that the spill was caused by animals burrowing from the riverbank into the interior portion of the percolation pond near the top of the water line. San Miguel CSD reported that at the time of the spill, there was no flowing water in the river and the treated effluent percolated within the sandy area. Discharger filled animal burrow hole to stop spill, submitted written report 8/15/25, notified other local agencies, and sampled discharged wastewater. Violation B Report

1150515 05/01/2024 GWAT [35 Violations spanning from May 2024 to July 2025] Discharge of effluent causing underlying groundwater to exceed the basin specific limits for the Paso Robles Area, San Miguel subbasin in violation of General Permit Section V, Limitations, Subsection C, Groundwater Limitations. San Miguel CSD is in the design process to upgrade Machado WWTF to a system that can produce disinfected tertiary treated effluent. The planned upgrades are expected to significantly improve the wastewater effluent quality. Proposed completion dates for various actions span from January 2025 to September 2030. On April 25, 2025, San Miguel CSD submitted a groundwater monitoring work plan. The work plan includes replacement monitoring well locations (MW-1B and MW-2B) for the two existing monitoring wells (MW-1 and MW-2) and a proposed location for an additional monitoring well MW-3. In addition, San Miguel CSD is working with the Division of Financial Assistance (DFA) to secure funding to complete the upgrades to Machado WWTF. Violation B Report
