Beginning June 7, 2022, an air conditioner blew a fuse causing an overnight power outage in the building housing the City’s ELAP certified laboratory On June 8, the City maintenance
department made immediate efforts to restore power to the building. In the time the power
was out, the incubators and refrigerators had lost power long enough for temperatures to go
outside of acceptable ranges. There were samples that were able to be recollected, but the daily bacteriological samples were unable to be reanalyzed.
The bacteriological samples for the tertiary contact basin on June 7 and 8 were invalidated and therefore missed for the week. Brandon Bushnell was contacted by phone about the two
samples that were invalidated. There was no indication the samples would have been over
permit limitations, and all samples before and after the outage were within permit limits. |

The Discharger failed to initiate weekly sampling after a chlorate effluent sample on January 27, 2022, exceeded the NL of 800 micrograms per liter (µg/L) with a reported concentration of 1600 µg/L. The Discharger also failed to notify the San Diego Water Board and Division of Drinking Water (DDW) of the exceedance within 24 hours. |
