The NPDES permit requires WQCP to monitor pH at the E-001 site. Since June 1, 2023, WQCP has implemented real-time pH monitoring at E-001 using a HACH Digital pH sensor (model #: DPD1P1), with data transmitted to SCADA via the HACH controller (model#: SC200).
In November 2024, technical issues with the controller caused data transmission failures on 7 days, resulting in 3 days with data gaps more than 60 minutes and the total time of data gaps during the calendar month more than 7 hours and 26 minutes. These conditions are specified for compliance determinations using a continuous monitor (Order No. R2-2019-0021, Table 4, footnote 1).
Despite the missing data, the effluent pH remained within the compliance range of 6-9 s.u., as confirmed by the upstream pH analyzer, located after the aeration basins and before the secondary clarifiers. The upstream analyzer typically records pH values similar to those measured at E-001 and demonstrated consistent compliance within the 6.0¿9.0 range throughout the month.
A thorough investigation was conducted by the Lead Plant Mechanic Kenneth de Leon and Lead Operator Ryan Estrada. Hardware, communication, environmental, and SCADA-related causes were ruled out (see table below). However, software glitches or bugs remain a possible, undetermined factor. It was observed that when the analyzer sent a warning signal to the controller, data transmission between the controller and SCADA is paused. |
To prevent future pH data gaps occurring from data transmission problems, the following corrective actions were implemented:
Disabled the Warning Signal Interruption
The warning function that paused data transmission between the controller and SCADA was disabled by Kenneth de Leon. This ensures continuous data transmission even when the analyzer triggers minor warnings.
Enabled Internal Data Recording Backup
The data recording function within the controller was activated as a backup measure. This ensures that pH data are stored locally for at least 6 months and can be retrieved in case of any communication issues with SCADA.
SCADA Modification
The E-001 pH and the upstream pH (measured before E-001) will be added to the operations page of SCADA for better visibility. An alarm notification will be triggered by SCADA if there is a communication failure. When missing data are detected, the Operations Team will conduct manual measurements using the benchtop pH meter, and notify the Maintenance Team for investigation and resolution.
Data Review and Report
The Laboratory will compile and review the data for compliance reporting. If data are found to be missing, the Laboratory will notify both the Maintenance and Operations Teams for follow-up and resolution.

WQCP staff and contractors completed the repairs to the broken subterranean sodium bisulfite dosing line on November 1, 2021. Plant Management also updated the Wet Weather Addendum of the O&M Manual to help prevent future instances, which reads: Test run water flow through the shallow water discharge sodium bisulfite line. Verify flow is accurate on the flowmeter, and that flow is exiting at the dosing location of the shallow water discharge, next to the Chlorine Contact Tanks. Make sure to valve the dosing point into the designated testing line to prevent water from entering shallow water discharge. |

WQCP maintenance technicians replaced the failed fans on October 26, 2021, with higher airflow capacity fans and upsized fuses to handle the additional fan amperage capacity. WQCP plant operators will continue to test the pond fill pumps on their normal preventative maintenance cycle and any time before an extensive weather system enters the forecasts. WQCP maintenance supervisor created a monthly preventative work order to inspect and test the fans to ensure they are working as designed to cool the VFDs. |
