Undisinfected wastewater contains elevated concentrations of biological pathogens (e.g., E. coli) that pose a risk to human health. As reported, the Discharger discharged approximately 200,225 gallons of undisinfected secondary treated wastewater to Spanish Creek. Failure to provide a report of waste discharge 180 days in advance of the discharge of wastewater is a violation of CWC Section 13376. |

The sodium hypochlorite valve was not re-opened after completing repair work, this prevented proper disinfection of the effluent. In addition, the chlorine analyzer was not set with the Facility’s SCADA system to perform a callout, this contributed to the length of time undisinfected effluent was discharged to surface water. These incident factors demonstrate a violation of Standard Provisions, Proper Operation and Maintenance (WDR Order R5-2024-0008, Attachment D Section 1.D). |
To prevent the discharge of undisinfected wastewater in the future, the Discharger is having the chlorine analyzer that measures the total residual chlorine in the chlorine contact basin tied into the Facility’s SCADA system so that an alarm will sound when there is no chlorine in the chlorine contact basin. In addition, any time a pump is being taken offline for maintenance it will require two people to verify that the valving is back in proper operation for the work to be considered complete. |
