PGS installed an Effluent Polishing System at the OWS system in October 2022 to further enhance solids and metals removal in the treatment process. Water is treated through bag filtration skids with various filter sizes to remove additional solids carried over from the Lamella Clarifier Units. Following filtration, water flows through two media vessels in a lead-lag configuration. The lead media vessel contains an organo-clay filter medium designed for remediation of total petroleum hydrocarbons, organics, and metals. The lag media vessel contains media designed for removal of total metals.
On 26 January 2023--the day of the verbal notification of the MDEL noncompliance--PGS implemented a corrective action by replacing the 25-micron and 10-micron filter bags with 10-micron and 1-micron filter bags in the bag filtration skids. PGS believes this sufficiently increased sediment holding capacity. The discharge samples collected after the bag filter size change resulted in compliant total copper concentrations. |

As a corrective action to prevent reoccurrence, PGS shut down the OWS system in the interim to resolve the noncompliance. PGS is currently evaluating an addition of a metals polishing step on the discharge of the existing Lamella Clarifier Units. Depending on the final design selected and evaluation of the media efficiency, this OWS system upgrade may reduce the dosing rate of the treatment chemicals required to reduce the metals concentrations in the system discharge, and reduce the risk of future acute toxicity exceedances associated with the treatment chemicals. |

As a corrective action, PGS drafted new guidelines to provide a more consistent approach to chemical treatment at the OWS system. The objective is to treat the wastewater sufficiently to meet NPDES Permit pollutant-specific effluent limitations for toxic pollutants (e.g., metals) with attention also given to preventing chemical overdosing of the water that can likely result in a failure to pass the acute toxicity test. When additional treatment appears to be needed for metals, as a conservative approach, PGS will limit dosage of chemicals by recirculating no more than 25 percent of the volume in the oily water collection pond while adding treatment chemicals at the standard chemical injection rates. |
