Northstar to obtain grading variance, investigate full extent, determine whether any surface waters have been impacted, mitigate rilling, erosion and sedimentation at source and downslope for full extent of impacts, mitigate preferential pathways and submit corrective action summary report. Northstar 11/22/24 report states remediation work was completed for the season on November 1, 2024. This included manually raking out rills in the wooded areas and on the affected roads, as well as installing two new water bars to manage future runoff. An additional water bar installation is planned for spring 2025 (middle water bar). Revisions requested via email on 12/10/24. Violation B Inspection
1137289 06/25/2024 Order Conditions Violation 3, Section I.C.14 Best Management Practices Discharge of petroleum hydrocarbons to soil and threatened discharge to adjacent stormwater retention basin at mid-mountain shop. Northstar report received 11/22/24 documents cleanup of the release. Violation B Inspection
1137285 06/25/2024 Order Conditions Violations 1 and 2, for Section I.B.4.f. and Section I.E.1 (WDR Sections B. Receiving Water Limitations and E. General Requirements and Prohibitions) Discharge of “cooking oil” to storm drain inlet and stormwater retention basin at Northstar Village. Discharger investigated the source and extent, implemented corrective action to remove and dispose of cooking oil-impacted soil, stormwater and associated wash water from cleanup of the stormwater system, drop inlet and retention basin. On October 14, 2024, the Discharger submitted a report documenting excavation and cleanup of the unauthorized waste discharge. Staff notified Northstar via email on October 16, 2024, that Lahontan Water Board consider this cleanup complete. Violation B Inspection
