1075710 04/29/2020 Order Conditions On April 29, 2020, a 36-inch diameter bucket auger drill rig was drilling through refuse to install a LFG well in DM-7.2. The well was drilled to a depth of approximately 22 feet deeper than planned, resulting in the penetration of the bucket auger through the liner system. To temporarily seal the liner system, the bottom of the borehole was filled with bentonite grout that was mixed and hydrated prior to placement in the hole. The bentonite grout was placed to approximately 1 foot above the top of the operations layer (i.e., bottom of refuse) on same day. In addition, the location of the boring at the top of the refused was surveyed. Violation B Report
1068977 12/20/2019 UAUTHDISC On 20 December 2019, 2.92 tons of soil were disposed of in DM-7.2 of the Recology Hay Road landfill.The soil was used as daily cover. Following disposal, on 23 December 2019 Recology discovered that while the soil passed all STLC limit, it exceeded the TTLC limit for zinc. Zinc was measured at 6,900 mg/kg, whereas the TTLC limit for hazardous waste is 5000 mg/kg. Based on the concertation, the material disposed of in the landfill is a hazardous waste as defined in Title 22 Chapter II Article 3 and Title 23 of the California Code of Regulations. Discharge Specification B.12 of Order R5-2016-0056 states, ¿The Discharger shall, in a timely manner, remove and relocate any wastes discharged at this facility in violation of this Order. If the Discharger is unable to remove and relocate the waste, the Discharger shall submit a report to the Central Valley Water Board explaining how the discharge occurred, why the waste cannot be removed, and any updates to the waste acceptance program necessary to prevent re-occurrence. If the waste is a hazardous waste, the Discharger shall immediately notify the Department of Toxic Substances Control.¿ The waste has not been removed. Violation B Report
1069612 11/17/2019 GWAT retest sample results for nitrate in groundwater well CP-4S show nitrate was detected at 380 mg/L in both the sample and duplicate collected on December 17, 2019, confirming the 180 mg/L detected during routine monitoring in November 2019. Violation A Report
