1) Influent TSS: The levels continue to be elevated and are being monitored. No sources have been identified.
2) Secondary Clarifier: Polymer addition was previously identified as a means of quickly settling solids out of the system. The District started adding polymer to the secondary clarifier on April 24. Settling improved and TSS decreased. Polymer is kept on hand to be used as needed.
3) Biofilter: Flushing of the biofilter began in March. This is not a normal activity for the process and is being completed manually on a daily basis. The goal is to flush out the buildup of solids found in the underdrain of the unit. Filter media replacement is being considered and information from vendors and contractors is being solicited.

Corrective actions implemented include:
1) Influent TSS: The Collections Lead was questioned to capture any observations in the community and collections system where additional solids may be being introduced. No potential sources were identified, but collections staff will be on the lookout. The District additionally solicited the same information from the contracting entity that conducts pretreatment inspections.
2) Secondary Clarifier: Polymer addition was previously identified as a means of quickly settling solids out of the system. The District added polymer to the secondary upon realization of the permit limit exceedance; however, there was limited supply on site. Additional polymer was obtained on April 24th and it was implemented the same day.
3) Biofilter: Flushing of the biofilter was initiated. This is not a normal activity for the process and is being completed manually on a daily basis. The goal is to flush out the buildup of solids in the underdrain of the unit. The potential of filter media replacement is being considered and information from vendors and contactors is being solicited. Additionally, aeration of the influent to the biofilter was initiated. The intention is to increase dissolved oxygen in the biofilter to create an environment that is less hospitable to tubifex.

Upon realization of the excessive flushing, we began accelerated process control analyses to carefully monitor treatment efficiency. Using a SCADA programming contractor, we investigated possible program failures that may have caused the over flushing. No programming issue was identified. We also sought recommendations for improving settling in the secondary clarifier when solids suddenly increase. A polymer blend was identified and purchased. The necessary additional pumps were ordered, and installation of the chemical dosing system is anticipated by the end of March. Additionally, a new rule was instituted disallowing biotower flushing at any time that staff is not physically present. |

Investigation into elevated TSS began in February and is still underway. Potential contributing factors were identified and then further investigated. Any operational changes that could potentially assist in reducing TSS were implemented. A cause for the elevated TSS is not yet known. The District has contracted with an engineering firm with process expertise to assist in continuing the investigation. Further corrective actions will be identified and implemented upon completing of the investigation. The facility is currently in compliance with TSS. |
