Monterey One Water (M1W) became aware on February 18, 2026, of a violation of the frequency pertaining to the weekly monitoring requirements at the Salinas Valley Reclamation Project (SVRP) Effluent (compliance point REC-001). Per table E-12: Recycled Water Monitoring Requirements, M1W is required to obtain a 24-hour composite sample which is analyzed in-house for Total Dissolved Solids (TDS).

After internal investigation, it was determined that a sample was collected on 1/28/2026 (composite date of 1/27/2026) and preserved following method requirements but was not analyzed. The sample container was discovered on 2/18/2026 in M1W's custody, but the holding time of 7 days had lapsed. This was determined to be due to human error and management is addressing the issue.
Note: This was the first week (start-up for the season) of operation of SVRP. Other parameters with composite sample types, such as BOD, TSS, were accounted for the week of 1/25-1/31/2026. As part of the root cause investigation, the analyst responsible for the sample was issued a written warning. |

The facility met all NPDES discharge requirements for the month of June; however, there was a violation for deficient Sampling due to failing to obtain a representative sample for BOD because of equipment malfunction during the week of June 9th. |
Because the violation occurred due to equipment malfunction, a second composite sampler has been purchased and installed next to the current sampler so in the event that one of the samplers fails, we still have a sample to run. |

Neither of those samples exceeded the single sample maximum; furthermore, the results for the sample obtained on 2/26/2024 brought us back into compliance. M1W staff believes the exceedances were a result of a plume from the Salinas River following storm events that preceded with our ocean sampling events. |
