Based on the influent calibration records, the annual calibration of the influent Parshall flumes was overdue, as it is required on 20 January 2022. According to MRP Provision I.D of the WDRs, “Appropriate flow measurement devices and methods consistent with accepted scientific practices shall be selected and used to ensure the accuracy and reliability of measurements of the volume of monitored discharges. All monitoring instruments and devices used by the Discharger to fulfill the prescribed monitoring program shall be properly maintained and calibrated as necessary, at least yearly, to ensure their continued accuracy. All flow measurement devices shall be calibrated at least once per year to ensure continued accuracy of the devices.” |

During the inspection, it was discovered that one of the UV module’s bulbs exceeded the manufacture’s recommended hours, 12,000 run hours, by 471 hours. According to the Standard Provision I.D, “The Discharger shall, at all times, properly operate and maintain all facilities and systems of treatment and control (and related appurtenances) which are installed or used by the Discharger to achieve compliance with the conditions of this Order.” According to the Discharger, it was due to an oversight and the Discharger will replace the bulbs and update the Standard Operating Procedures (SOPs) to ensure the bulbs not exceeding the recommended hours in the future. |

The eSMR for October 2020 does not include Flow results at location INF-001 from October 6-7, 2020. The City of Modesto¿s Ignition SCADA system had an issue with the vendor database server on October 6th, 2020, which interrupted data collection. |
City IT staff and the City¿s contracted system integrator (Telstar) identified the root cause of the issue to be a missing server license. Telstar purchased the server license initially and after investigating their order workflow, Telstar reported that the licensing was still registered to one of their buyers and wasn¿t applied to the system. Telstar then had to re-register the server license with their company, download the licensing, and apply the license the City¿s database server to get the system back online. The system came back online and resumed data collection October 8th, 2020 at 2pm. The data was lost for October 6th and 7th, and cannot be recovered. City IT staff is currently working with Telstar to implement failover and notification options for the Ignition SCADA system, along with verifying server licensing for all SCADA servers. |

June 5, 2020 the BOD and TSS sample at INF-001 was collected as a grab sample instead of a composite as required by the permit. The composite sample collected was inadvertently discarded in the laboratory as it was mistaken for a previously analyzed sample. |
