1102134 01/24/2022 CTOX Chronic Toxicity-Fathead Minnow-Growth 1-Hour Average (Mean) limit is 50 % survival and reported value was 15 % survival at EFF-001. Enthalpy Analytical is currently conducting a Toxicity Identification Evaluation (TIE) as a result of the failed chronic toxicity test in December 2019 and subsequent additional failed tests in April 2020 and January 2022. While the TIE is still in progress, it has been identified that high sulfide concentrations in the effluent may be the cause of toxicity. Sterling Ambassador Towers is evaluating toxicity reduction methods and will submit a Toxicity Reduction Evaluation (TRE) once complete. Violation U eSMR
1102135 01/24/2022 CTOX Chronic Toxicity-Fathead Minnow-Survival Other limit is 0 Pass/Fail (Pass = 0, Fail = 1) and reported value was 1 Pass/Fail (Pass = 0, Fail = 1) at EFF-001.
1095710 08/31/2021 CAT1 Biochemical Oxygen Demand (BOD) (5-day @ 20 Deg. C) Monthly Average (Mean) limit is 20 mg/L and reported value was 22.2 mg/L at EFF-001. After the results were received from initial sampling conducted on 6 August 2021, four additional sampling events were conducted on 24 August, 25 August, 26 August, and 27 August 2021. Results from the five sampling events during the month of August indicate an average concentration of 22.2 mg/L, apparently exceeding the average monthly effluent limitation of 20 mg/L. Sterling Ambassador Towers is currently evaluating potential sources contributing to the observed BOD concentrations and will provide a corrective action plan to the Water Board once the source has been identified. Violation B eSMR
1092712 05/31/2021 CAT1 Biochemical Oxygen Demand (BOD) (5-day @ 20 Deg. C) Monthly Average (Mean) limit is 20.0 mg/L and reported value was 106.6 mg/L at EFF-001. After the results from the initial sampling on 7 May 2021 were received, four additional sampling events were conducted on 25 May, 26 May, 27 May, and 28 May 2021. Results from the five sampling events during the month of May indicate an average concentration of 106.6 mg/L, apparently exceeding the average monthly effluent limitation of 20 mg/L. It is believed that the monthly average was heavily influenced by the high initial result of 460 mg/L which is not expected to be representative of typical BOD concentrations present in effluent discharging from the site. Sterling Ambassador Towers is currently evaluating potential sources contributing to the observed BOD concentrations and will provide a corrective action plan to the Water Board once the source has been identified. Violation B eSMR
1092713 05/07/2021 OEV pH Instantaneous Minimum limit is 6.5 SU and reported value was 6.2 SU at EFF-001. No additional sampling was conducted for pH during the second quarter. The pH result from sampling conducted 7 May 2021 is not believed to be representative of typical pH values observed in effluent discharging offsite. Sterling Ambassador Towers will continue to monitor pH results from future sampling events. Violation B eSMR
1092711 05/07/2021 CAT1 Biochemical Oxygen Demand (BOD) (5-day @ 20 Deg. C) Maximum Daily (MDEL) limit is 30 mg/L and reported value was 460 mg/L at EFF-001. After the results from the initial sampling event on 7 May 2021 were received, four additional sampling events were conducted during the month of May. BOD results from all four additional sampling events did not exceed the 30 mg/L maximum daily effluent limitation. Violation B eSMR
1089638 02/28/2021 CAT1 Biochemical Oxygen Demand (BOD) (5-day @ 20 Deg. C) Monthly Average limit is 20 mg/L and reported value was 36.75 mg/L at EFF-001. After the results from the initial sampling on 5 February 2021 were received, four additional sampling events were conducted on 24 February, 25 February, 26 February, and 1 March 2021. Note that a fourth sampling event was not scheduled during the month of February as the laboratory does not collect or receive samples over the weekend. Results from the four sampling events during the month of February 2021 indicate an average concentration of 36.75 mg/L, apparently exceeding the average monthly effluent limitation of 20 mg/L. Results from the 1 March 2021 sampling event have not yet been released from the laboratory. Once available, the results will be reviewed to determine if compliance with the average monthly effluent limitation was established in the month of March. If it appears that the 1 March 2021 results remain out of compliance, sampling frequency for BOD will be increased to weekly until compliance with the average monthly effluent limitation is demonstrated. Violation B eSMR
1089639 02/05/2021 CAT1 Biochemical Oxygen Demand (BOD) (5-day @ 20 Deg. C) Maximum Daily (MDEL) limit is 30 mg/L and reported value was 87 mg/L at EFF-001. BOD concentrations from the additional sampling events on 24-26 February 2021 of 16 mg/L, 19 mg/L, and 25 mg/L, respectively, all remain below the 30 mg/L maximum daily effluent limitation. Results from the 1 March 2021 additional sampling event will be provided to the Water Board once available. Violation B eSMR
1085339 12/14/2020 CTOX Chronic Toxicity-Fathead Minnow-Growth Maximum Daily (MDEL) limit is 50 % survival and reported value was 0 % survival at EFF-001. Enthalpy Analytical is currently conducting a Toxicity Identification Evaluation (TIE) as a result of the failed chronic toxicity test in December 2019 and subsequent additional failed test in April 2020 during the first phase of the accelerated monitoring program. While the TIE is still in progress, it has been identified that high sulfide concentrations in the effluent may be the cause of toxicity. A simultaneous chronic toxicity fathead minnow growth test conducted on effluent with sulfides removed through aeration resulted in a pass result and 102.3% survival. Sterling Ambassador Towers will evaluate toxicity reduction methods and submit a Toxicity Reduction Evaluation (TRE) once Enthalpy Analytical completes the TIE and provides a final summary report confirming that sulfides are the toxicant. Violation B eSMR
1085340 12/14/2020 CTOX Chronic Toxicity-Fathead Minnow-Survival Maximum Daily (MDEL) limit is 50 % survival and reported value was 0 % survival at EFF-001. A simultaneous chronic toxicity fathead minnow survival test conducted on effluent with sulfides removed through aeration resulted in a pass result and 100% survival. Sterling Ambassador Towers will evaluate toxicity reduction methods and submit a Toxicity Reduction Evaluation (TRE) once Enthalpy Analytical completes the TIE and provides a final summary report confirming that sulfides are the toxicant.
