1119114 10/20/2022 UAUTHDISC On October 20, 2022, a mower struck and broke a three-inch riser obscured by vegetation located on the northwest corner of the intersection of Avenue D and Sierra Highway causing an unauthorized discharge at the Plant. The discharge consisted of approximately 409,500 gallons of tertiary treated recycled water from the broken pipe to an unauthorized location. The District constructed berms to contain the spill from exiting the property, however, approximately 500 gallons of recycled water did travel beyond the property boundary to a roadside drainage ditch. The District recovered 55,000 gallons of the spill by vacuum trucks and approximately 354,000 gallons of recycled water either evaporated or infiltrated into the ground. Violation B Complaint
1070451 01/01/2020 Order Conditions On January 1, 2020, an unauthorized discharge of disinfected tertiary treated recycled water occurred at the Lancaster Water Reclamation Plant. Overflow at storage reservoir #3 resulted in the discharge of 3.2 million gallons of recycled water. Overflow traveled east 2.2 miles and reached Duckbill Lake. To prevent reoccurrence, the District has replaced the level sensor of Reservoir No. 3. The reservoir is not functioning properly. The District is determining if a secondary alarm can be installed to detect high water levels at the overflow weir as a backup to the level sensor. Violation B Complaint
