Monterey County violated Standard Provisions Section A.12 by not properly operating and maintaining all facilities. Monterey County staff were not knowledgeable or aware of where all components of their system were and what type of system it was. Staff observed gopher holes (Attachment 1 Figure 7 and 9) and signs of bright patches of grass (Attachment 1 Figure 8), which may indicate a leak or failure in the leach field. |

Monterey County violated Standard Provisions Section A.17 by not informing the Central Coast Water Board regarding the sewage tank leak that occurred a few weeks prior to the inspection and the subsequent 10-acre fire that was a result of the sewage tank repair. Monterey County staff informed Central Coast Water Board staff that the sewage leak flowed onto the road which risked public contact. |
