The Harbor Generating Station (HGS) NPDES Permit No. CA000036 requires the effluent (EFF-001) to be sampled annually for Nitrate-Nitrogen, Ammonia-Nitrogen, and Xylene.
On February 27, 2023, a sample was collected for the purpose of annual analysis. Nitrate-Nitrogen and Ammonia-Nitrogen were not analyzed due to an oversight in the sample request to a contract laboratory which does not typically run analysis for the HGS NPDES permit. Xylene was not analyzed due to the contract laboratory using an analytical method for volatile organics which does not include Xylene as an analyte (EPA 624.1 rather than EPA 8260B). NODI (E) has been noted on the DMR forms to indicate this.

To prevent future reoccurrence, the LADWP Wastewater Quality and Compliance Group will carefully review COCs and sample requests, particularly when analysis is requested from contract laboratories that typically do not perform analysis on the HGS NPDES permit. The analyzing holding time for Suspended Solids was exceeded for the Demineralizer Regeneration Waste sample taken on August 19, 2021. The LADWP Environmental Laboratory informed the permitting staff that an asbestos leak at the laboratory restricted access to the equipment where the Suspended Solids analysis takes place. As a result, analysis was not completed before the holding time was exceeded. The permitting staff was notified as the holding time was to end (7 days), and a follow-up sample could not be taken from that discharge event, as it was no longer discharging (the demineralizer regeneration waste is discharged on an as needed basis). |
A standard procedure is in the process of being developed, including a notification procedure to permitting staff as soon as a potential non-compliance issue arises. Training will be held with laboratory staff to cover the NPDES permit sampling on a monthly basis so this does not reoccur in the future. |
