Based on the description of the Facility in the Notice of Applicability, the effluent storage pond was not authorized for sludge storage. 1151423 12/10/2025 Order Conditions City of Hollister violated General Permit section VI.B.4 and section VI.B.1 as the wastewater system, including the headworks screening, the rotating drum screens, the MBR, the sludge stabilization ponds, and the chlorine contact chamber were not in good working order. The system was not operating as designed or as described in the Title 22 Engineering Report. During the December 10, 2025 site inspection, equipment failure was observed at numerous processes, including, but not limited to, the rotating drum screens and the MBR City of Hollister is meeting with the Central Coast Water Board monthly to describe compliance progress. The first monthly meeting occurred on January 15, 2026. The City of Hollister must submit a Non-Compliance Report on or before April 20, 2026. 1151428 12/10/2025 Order Conditions The City of Hollister violated General Permit section III.12 by producing recycled water in a manner that is different than their accepted Title 22 Engineering Reprot. Based on observations from the December 10, 2025 site inspection (Attachment A), the City of Hollister is not operating the recycled water components as described in the most recent Title 22 Engineering Report dated April 2008. Additionally, Central Coast Water Board staff observed that the chlorine contact chamber is not being operated as described in the Title 22 Engineering Report. NOV Table 1 provides a summary of residual chlorine concentrations for the period between March 2, 2024, and August 13, 2025, that exceeded the designated range outlined in the Title 22 Engineering Report. City of Hollister is meeting with the Central Coast Water Board monthly to describe compliance progress. The first monthly meeting occurred on January 15, 2026. The City of Hollister must submit a Non-Compliance Report on or before April 20, 2026. The City of Hollister must obtain Central Coast Water Board staff approval prior to delivering recycled water. Notification of bypass or overflow, and additional reporting, is also required by Standard Provisions C.3, Standard Provisions D.1, and Monitoring and Reporting Program Section VIII.B. City of Hollister is meeting with the Central Coast Water Board monthly to describe compliance progress. The first monthly meeting occurred on January 15, 2026.
