City of Hollister is violating General Permit section IV.E.2 and IV.E.3 by using the effluent storage pond (the off-specification pond) for sludge storage (documented in Attachment A). The Central Coast Water Board did not observe a liner at the effluent storage pond; therefore, the Central Coast Water Board assumes that this pond does not preclude infiltration of waste into soil or groundwater.
